Direction means specific answers at four levels: enterprise, process, function and individual. A policy document won’t do it; the answers must come from leaders who understand the business outcomes they’re trying to move. Without this level of clarity, an AI adoption strategy doesn’t take hold.
Enterprise level: What business outcomes justify AI investment?

Process level: Which processes get AI first, and why?

Function level: What does “good AI use” look like in your specific role?

The Progressive Build: Direction at Each Phase
Clear direction doesn’t require getting everything right immediately. It requires enough clarity to enable safe experimentation at each phase.
Stabilize phase: Leadership defines one operational outcome, one process and the quality threshold for initial experiments. Teams know what they’re trying to achieve and what “good enough” looks like for a first deployment.
Example: A mid-market manufacturing company ($80M revenue) defined direction narrowly before their first AI pilot: AI-assisted quality control on Line 3. Leadership stated the success metric (detect defects AI flags with 90% accuracy), the human oversight requirement (human inspects every flagged item before rejection) and what AI cannot do (approve or reject shipment). Done well, direction reduces the number of decisions that have to be escalated to leadership, because people know enough to make the call themselves.
Direction done poorly (or not at all) creates a bottleneck at the top and either paralysis or chaos below.
